The birth of a hurricane requires 3 conditions. First the ocean water must be warm enough at the surface to put heat and moisture into the overlying atmosphere to provide potential fuel for the hurricane. Also, the atmospheric moisture from the sea water evaporation must combine with the heat and energy from the powerful "engine" needed to propel a hurricane. Lastly, a wind pattern must be near the ocean surface to spiral air inwards. Bands of thunderstorms form, allowing warm air to rise higher in the atmosphere. If winds are at these high levels and are relatively light this structure can remain intact and grow stronger, this being the beginning of a hurricane.
